The schemacheck option is not present in the default slapd.conf shipped in lenny. If you have it in your slapd.conf, it's only because it was present before you upgraded, and the upgrade commented it out (rather than removing it). So I think the current behavior is a correct compromise to avoid silently removing settings from the slapd.conf.
