So apparently those packages call dpkg-shlibdeps on binaries that are not yet installed in debian/<something> and thus relative_to_pkg_root($file) returns undef or empty. Given that this is used only for deciding what kind of warning to display, it shouldn't fail indeed. Do you have a list of package that fails in a similar way ?
