I've just checked that it will just exit with error code 1, thus making the upgrade process to fail. In my opinion update-inetd should offer to the user to replace the existing entry with a new one, and it would be great if the question had at least three states: "leave existing entry", "replace with a new one", "abort installation to fix the discrepancy manually". It would be a very similar approach to the one used by dpkg for configuration file management.
