by the kernel:

I think, from looking at linux/kernel/sched.c the correct key is 
'/sys/devices/system/cpu/sched_smt_power_savings':

    test -w /sys/devices/system/cpu/sched_smt_power_savings
    r...@dell5160:/usr/lib/pm-utils/power.d# echo $?
    0
