Both /etc/apt-p2p/apt-p2p.conf and manual pge gives this explanation:

      LOCAL_OK = boolean
                 Whether  it’s  OK to use an IP address from a known local or 
private range.  (Default is
                 false)

It is not clear what this statement means. What are "known local
range", "known private range" and "to use Ip for .."
