I have several post etch systems, that have this installed by default on
them.

This should not be the case, as its behaviour is quite destructive,
dependant upon what you are doing.

That is, it prevents your machine from booting.  For example:

1) I did not ask for this package to be installed

2) when installed, its priority must be rather high, for I was not
prompted on it at the default prompt level (what is that, during install?)

3) it picks a random device, and decides that booting depends upon it
existing in the system

4) if this device is removed, the system does not boot.. even though the
device may be meaningless otherwise..

On all my systems that this package is installed on, it seems to have
simply picked a random swap device.  I did not pick it, and was not
prompted for it.

So, I'm not 100% sure how to approach this bug.  However, definitely:

- it should not be installed, without ensuring the user requests it

OR

- if it is installed by default, BIG MASSIVE GLOWING LETTERS need to
inform the user that they must ensure that their 'suspend' device must
always be present, or the machine will not boot

OR

- missing the boot device, is a timeout, not a hard 'press enter to
continue' situation

This package really makes remote admin harder, for many people.
