Well, during building the Debian package we copy that file from the
web2c directory to a place where Emacs finds it.
If you're not willing to put in an updated version (and I understand
your reasons), we'll make that specific to Debian and either:

- put that file into Emacs or
- update that file in the Debian tetex-bin package
