I just ran into the same problem. May I suggest to instead have this bug re-affected to linux-source-2.6 package and reopend, if it's not a bug of kernel-package, but still something problematic for users wishing to recompile the kernel ? I think that a Suggests: of zlib1g-dev on linux-source-2.6 package would solve the issue ?
