jirc is missing the ability to send messages directly to other users.
Obviously this is outside the scope of the original project, however I
feel it's an important part of chat channels(taking extended
conversations out of the channel.)

There are a few security points that some users may wish to implement.
1. Only for members of the room/channel.
  a. !invite feature to enhance this constraint.
2. Only to users on the other network.

For my setup I'd need 1 to be disabled, but 2 would be optional.
