I've put together a package stored at http://svn.debian.org/wsvn/collab-maint/deb-maint/ieee-data/trunk with update-oui which downloads and stores files into /usr/share/oui/, packages can then install appropriate parser scripts into /usr/share/oui/update.d/ where update-oui run-parts passing in turn oui.txt and iab.txt how does that sound?
