I use for my developmen my own "apt" config in ~/.apt-devel and call "apt-get" and "apt-cache" with the: -c, --config-file Configuration File; Specify a configuration file to use. The program will read the default configuration file and then this configuration file. See apt.conf(5) for syntax information. option, which is in "apt-file" completely different and confusing: --cache | -c cache-directory Sets the cache directory to cache-directory instead of its default value (/var/cache/apt/apt-file) thus you can use apt- file even if you do not have administrator privileges. I think, this is something which should be corrected since I can not setup a "apt-file" cache IF I do not want to put ANY sources in my /etc/apt/apt.conf (I do not want to mix a bunch of Oldstable and Stable to Experimental on my system) as root. The -c option in "apt-get" and "apt-cache" allow me to work as $USER and does not force me to login several per day as root to update (for the system itself) unneccesary infos. You can say, I can setup a cronjob, but this produce very heavy unneccesary traffic (I am on GSM/GPRS/HSDPA and traffic cost money) and if I am not connected, cron bombs me each hour with error messages.
