  I'm sure the four cases are real, I just doubt your diagnoses of some of the 
problems.  But anyway: what you're describing above sounds like it might be a 
separate bug.  You're saying that when you exit, no packages are broken, but 
then you restart and they are?  That sounds more like some package state 
isn't being properly saved or restored to me.
