Package: libsigc++-1.2-dev

Priority of libsigc++-1.2-dev package is "important", but the FTP archive
overrides this to "optional".

The result of this is that unless dak has made its magic, debootstrap will
try to install libsigc++-1.2-dev, and fail because libstdc++-dev is not
present.
