I just found out that /etc/init.d/sl-modem-daemon got this:

ulimit -Hl unlimited; ulimit -Sl unlimited
  start-stop-daemon --start --pidfile $PIDFILE --exec $DAEMON --make-pidfile
--background --quiet -- $OPTS

I found that I actually grabbed this change from Ubuntu, here's what
the Debian changelog entry for 2.9.11~20080817-1:

+ Remove hard and soft ulimits for locked-in-core memory. This daemon
unfortunately needs quite a bit of memory and it needs to be in core
because it's doing the real-time modem DSP. This deals with LP:
#144468 and probably other bugs too.

Maybe /etc/init.d/sl-modem-daemon didn't get updated when you upgraded
sl-modem-daemon (since it is a conf file) ?
