Running the command here

        dpkg-reconfigure console-data

defaults to the wording

        Select keymap from full list

which is the fourth option on the screen. The others, in order are

        Select keymap from arch list

        Don't touch keymap

        Keep kernel keymap

I _think_ you may have a conflict: if you do the initial install then 
the default choice may be one way, if you dpkg-reconfigure it drops to the 
other???
