I faced the same problem on a sarge install. upgrading to 2.2.23-8 went
fine, but after a reboot, slapd was eating cpu and not functionnal. 

/etc/init.d/slapd stop would not help, and i had to kill -9 the process.
when trying to start slapd again, it would start, and mention
'db4.2_recover not found'. Installing db4.2-utils -- which is a
Recommends -- fixed the problem.
