This only happens for private projects, or projects that have switched
off anonymous checkouts.  For these projects, it is assumed that only
project members should have access to the source files.  Since any
user with an account can upload a PHP script which will be run as
www-data, the repositories need to not be readable by that user.
Unfortunately, that has the side effect of preventing browsing.

projects, and I'll remove it sometime.
