It violates the Lenny RC policy, so leaving at 'serious'. AFAICS, it can be solved either by - dropping the modification altogether; it seems to be a hotfix for upgrading from intermediate versions during the lenny development cycle - making /etc/bitlbee/bitlbee.conf a configuration file instead of a conffile and keeping the modification. It's arguable if the admin should be prompted.
