Bug#507512: Yay, I ran out of FDs.

Now as if to prove my point, I find that I have machines failing in  
the middle of puppet runs due to lack of FDs. This unfortunately  
proves the fix in 0.24.6 to be inadequate, as I am running 0.24.7 on  
the machine in question. Grrr...
