I agree jidanni is being annoying, but since I had several hours to kill while I am on the airplane without access to a full mirror, I decided to give approx offline a try.
Approx has a configuration '$offline true' which is off by default, but when enabled, it will serve outdated Packages files etc. I'm right now debugging qemubuilder, and it seems to be working.
