you've teached debhelper to not install empty changelog files automatically, which is nice. however, my bug report is not about empty files. this is just one case where it's bad that debhelper does automatically add changelogs although it was not told to do so. another case is if lazy upstream authors are adding something like 'This is not a changelog file, see $location' in their files. so, as originally stated, please do not install changelog files automatically unless the maintainer tells explicitly so.
