Package: libchipcard-tools

I installed the experimental package because with 4.1.3 my reader (Chipdrive
SCR335) is just working for 1-2 minutes after pluging it in. I thought it has
something to do with the scanning method of libchipcard.

libchipcard 4.2.3 does not recognize any reader, the output of
'chipcard-tool list' is empty. Even if I send the USR2 signal or restart
the daemon there is no change.

As I posted to #509251 I replaced the udev rule because the original
rule is not working on my system. Now when I plug in the reader, the
chipcard owner will be set to the matching usbdev files in /dev. So I
think the udev rule is working right for me.
