Recently someone else independently reported this
problem, and a fix is already in man-pages-2.04.
Please close this report.
The manual page now includes the following text:
On certain systems (including x86), the Linux kernel has a
bug which will produce premature timer expirations of up
to one jiffy under some circumstances.
