I guess it never occurred to me that anyone would install the kernel sources without the intent of compiling it to produce a custom kernel. But now that you mention it, I guess it makes sense. There is some good documentation in the kernel sources that one doesn't get any other way. On that basis, I will agree to making it a recommendation rather than a dependency. But perhaps the documentation for kernel-package should be updated to indicate that zlib1g-dev is a requirement for building binary kernel packages from recent source packages.
