If the panel is placed in a vertical position, on the side of the screen, and the panel width is less than 30 pixels, the window list buttons display no useable information. The only thing that appears are two dots "..", which makes every button appear the same. Hence you have no idea which button coordinates to which open window, rendering the window list completely useless. Ideally, in this circumstance icons would appear and the text in the buttons would reorient vertically. This is a known bug in Gnome that has existed for years and never been addressed.
