Hmmm it is nice but here is suggestion to be XML.

Instead of <placeholder0>, I think we should place <placeholder0/> or
<placeholder type="footnote" id="0"/> . 

Without "/" in "<...>", this XML tag is not closed.  I mean this becomes
non-XML.  I know it is not so important since po contents are not XML
but aestetically not so nice.  This keeps PO file as locally XML within
message.

Following longer XML style should give more flexibility and
extendibility.
