Seems to me that the reason is that you are working from a partial mirror instead of a full mirror. debian-cd is written to work with a full mirror. A partial mirror can be OK, but you currently do need at least a number of i386 packages on the mirror for a build to succeed. A patch for this issue has already been proposed, but it is unknown if that will make Lenny. The proposed patch should fix this for amd64, but probably not for all possible architectures.
