Hi,

currently dh_installchangelogs looks only in the source tree for changelogs
to be installed. However my upstream Makefile already does install the
changelog as /usr/share/doc/package/ChangeLog which results in lintian error
changelog-file-not-compressed.
IMHO dh_installchangelogs should look for an already installed changelog in
debian/{tmp,$package}/usr/share/doc/$package/ and compress this one instead
of installing ./ChangeLog one more time.
