The changelog mentions a README.Debian, but that's in the texinfo binary
package.

Hm, you mean because the package name of the non-free documentation is
mentioned there? What about

apt-cache -n search texinfo

or similar commands?  Nowadays, having the documentation in non-free is
so common that we have so far not considered it necessary to add it in
each case. Should we?
