I just ran into this bug again, though I haven't seen it for a few months. If this bug will affect people upgrading to lenny, it might qualify as RC. It at least intereferes with the installation of unrelated packages. Further, the present error message is not much help identifying the source of the bug or the cure. Even if one tracks it to texlive-latex-base, there is not bug to see there.
