Previous to version 1.11.1, the changelog was included in the html
documentation. Due to a problem with the new Doxygen version in
unstable, this documentation wasn't properly generated in the 1.10.1
package. Since the upstream ChangeLog is now in a separate file, it
will be in /usr/share/doc/fish/changelog.gz like normal once my sponsor
uploads the new package.

Like every other package, this is part of the copyright file and I also
have it included in the package description ('apt-cache show fish' or
view the description in your favorite apt front-end).
I'll close this bug once I know the new package has been uploaded.
