I'm the upstream maintainer or radvd, and happened to be browsing bugs in some distributions.

I see that you're using ppc. This isn't very widely tested and there could be various endian etc issues with it.

If I understand correctly, the working version of radvd (in etch) was 1.0. Correct?

Could you try to isolate this problem by recompiling the previously-working version on the testing system?

The only change beween 1.0 and 1.1 in send.c is rather trivial:
http://cvs.litech.org/viewcvs/radvd/send.c?r1=1.27&r2=1.28

If recompiling 1.1 also fails, you could always to back off that patch.
