With 5.4.1~dfsg-12, the upgrade won't fail anymore, however if snmpd fails to stop, the old version will still be running after the upgrade. Later someone posted a followup with a duplicate of #391203. Thanks for letting me know. The issue (and both bugs) should be resolved now.
