I'm going to guess you haven't ticked the box next to your account in
the account editor to actually activate it. If this is true then please
follow a bug I just filed in the upstream bug tracker[0].

Empathy as an application is quite usable without a status bar albeit
this first-run issue. More importantly though, I'm unaware of a possible
solution to "depending on a status bar". Of course, it could just
depend on gnome-panel, but users of Empathy who don't run gnome-panel
(such as myself) wouldn't want that.
