I have several POP accounts which all share the same mailbox, which is the
_selected_ account here? The 'selected' account is the one selected in the
combo in the lower right corner, in other words the current account.

See the Configuration/Preferences/Other/Miscellaneous page, option is 'Ask
about account specific filtering rules when filtering manually'. This is good.
