Is this still required? The relevant parts of the rules file are now:

PACKAGE="procps"
DEBROOT=$(CURDIR)/debian/procps

DEB_HOST_ARCH_OS    ?= $(shell dpkg-architecture -qDEB_HOST_ARCH_OS)

CFLAGS=-g
