I experience this same bug.  When I use sound-juicer to listen to a CD,
pulseaudio will eventually crash with:

  Soft CPU time limit exhausted, terminating.
  Hard CPU time limit exhausted, terminating forcibly.

Usually, this happens on the first song.  This, of course, causes
sound-juicer to hang.

Other things that may be relevant:

* My time is set correctly (to UTC).
* pulseaudio is not running with realtime priority even though I am in
  the pulse-rt group[0].
* pulseaudio usually takes up a negligable amount of CPU until it
  crashes.
* pulseaudio skips several times whilst playing.

[0] The syslog says:
Jan  5 22:25:38 lakeview pulseaudio[25327]: main.c: setrlimit(RLIMIT_NICE, (31, 
31)) failed: Operation not permitted
Jan  5 22:25:38 lakeview pulseaudio[25327]: main.c: setrlimit(RLIMIT_RTPRIO, 
(9, 9)) failed: Operation not permitted

I'm not sure how root would not be allowed to use setrlimit.
