Thanks for investigating -- you can close the bug, indeed.

I think what happened is that in some ancient version, before 6.2.4,

   convert  -page 392x283  -rotate 90 ...

would scale first, and then do the rotation, so it would rotate the
page dimensions as well. Then apparently that behaviour changed in
v. 6.2.4 or there-about, so that convert first rotates the image, and
then applies the scaling.

Which is another valid interpretation.
