It'd be visible in all of /usr/share/doc/openssh-client/, /usr/share/doc/openssh-server/, and /usr/share/doc/ssh/. openssh-server and ssh both depend on openssh-client, so the canonical location would have to be /usr/share/doc/openssh-client/.
