Actually postgresql-server-dev-7.4 is supposed to be that package.
libpq-dev is only intended to be used for client applications.
p-server-dev-7.4 should contain all client side include files from 7.4
as well. If any files are missing, I'd be happy to add them, of
course. The 8.0 version is a bit better since upstream provides pgxs
(the build system) as part of the development stuff, so 7.4 will
certainly need some tweaking before it actually becomes usable.

Providing pg_config-7.4 in the package is a good idea, I'll add some
shell script which provides that functionality.
