Because it's assigned to the binary package iceape-l10n, which isn't part of the source package iceape-l10n. That said, I am going to change it to support showing bugs assigned to the binary package of the same name when selecting bugs in the source package when there isn't a real binary package of the same name. There will be an announcement about this soon; you just happened to catch it in between commits to resolve this annoying issue.
