Are we sure we do want that size overhead for ALL installs, even if it is only 4k (plus maybe added size of libs if additional symbols are needed)? IMO TFTP preseeding only really makes sense for netboot installs, so if we had a separate TFTP client we could include that only in netboot images. And for cases where memory or initrd size is really critical it could be omitted. If we enable it in busybox you don't have that option.
