That seems to be a problem of the console, not of Emacs.  Does C-/ do
anything at all?  On my German keyboard setup, it doesn't; in other
keyboard layouts it may produce a backspace character.

Do you get different results in Emacs and XEmacs at the Linux console?
What does C-h k C-/ give?
