Bug#314708: "New in repository" diesn't become empty after Reload

I run up-to-date Debian unstable on my PC. It used to be that the "New 
in depository" list would become empty after a Reload. Now the list 
doesn't become empty. This started about the time when gcc 4.0 was put 
in unstable,
