I agree that having a Spanish-specific package should be avoided. I have been
unable, however, to move these things over to localization-config which
should be the package where this should be moved to.

If you are interested in this I suggest you review the things that user-es
does and try to write specific scripts for localization-config and then move
the changes there.

I might move over user-es to 'experimental' only since it does not even fit
in unstable and users should be discouraged from using it. The problem is,
there are still things which are relevant to (new) Debian systems
(documentation, for example).
