That checkout turns out to be 2.2.0, not 3.0.0.

There appears to be no source for 3.0.0 other than the botched tarball.

1. The remaining backends are not included in this release, because they
are not effectively maintained any more and I cannot guarantee their
completeness. Still, the source code for these backends is available in
our CVS repository and can be used "as is". Let me know if they actually
work.

2. The autotools scripts are not included, because they proved to be too
heavy for effective maintenance. Instead, two compilation options are
provided for Unix users:
- Build script in the build/unix directory. Run the main script without
parameters (./build.tcl, the others are used by the main one) to see the
list of options. It was checked on few systems including Mac OS X and
some Linux boxes and I believe they will work fine on a wide range of
systems. Still, this is experimental and you might experience some
hiccups on systems that have unusual configurations. The build scripts
use trivial Tcl code and should be easy to tinker with even without
prior learning, but please don't hesitate to ask questions if you find
yourself lost with them. In the ideal case they will Just Work.
- Classic Makefiles for those who don't believe anything but make and
who want to extend or reuse the Makefiles on their own.

The "Classic Makefiles" are completely borked because they have been
completely stripped of all the configuration support that was provided
by configure.in and Makefile.am etc.

Replacing autotools with a bespoke Tcl build system is too weird for
me. I've failed to integrate soci into my other packages, I have no
reverse dependencies for it pending and there are none that I can find
already in Debian.

I'm quite happy to orphan soci due to the changes in 3.0.0. Do you
fancy taking it?
