I see this here: https://launchpad.net/ubuntu/+source/debian-reference As I contemplate this problem I think it is best to do this despite some risks: What happend if Debian sbuild chroot machine has locales istalled, then it does not install locales-all and may fail to produce date in localized language etc. (Really minor problem even if it happens). Besides, it is arch any package so autobuilder will not touch it. OK.
