It was less than obvious (to me at least) that installing cups-bsd does not also turn it on. Eventually realized it was probably to be called from inet or xinet and uncommented packages included cups-bsd line in the inetd.conf file. Apparently there is also a more elegant way to do that (cups-bsd/setuplpd: true?) but it isn't mentioned in /usr/share/doc/cups-bsd. I think this may have been a question on configs in previous 1.3.7 release? As always: possibly user error.
