I left the bug open because I agree that something needs to be done (probably in DAViCal) to simplify the installation process. I don't think that the library should really do anything, although possibly it should add itself to the default PHP include path. I'm still thinking about what exactly to do though. Probably I should ask a question about whether the user wants a virtual host or a subdirectory installation, and then drop a file into /etc/apache2/somewhere which does the right thing. There are other issues around creating the database automatically and so forth, which need to be addressed using dbconfig-common. It would be nice if someone else took over these packaging issues from me and I could concentrate on adding more features to DAViCal, but I don't expect that to happen either. Greater automation of the installation process has always been on my roadmap, but it's at a priority level which suggests it might never get implemented because I'll be too busy doing other things!
