As often, it is very hard to tell in advance if an l10n mailing list will "work" or not. It basically depends on the ability of the promoter to gather together enough folks to create the sufficient momentum. At the very minimum, having the list existing is giving coordinators (aka /me) a good and efficient way to contact a team more than an individual...even if that team is made of one or two individuals. Also, the existence of the mailing list itself is a good way to attract more potential contributors. As Pavel's work around D-I l10n and now, progressively, more l10n in other areas such as debconf stuff, has been quite constant and efficient, I'd vote to give this list a chance.
